Biopsy it: See your skin doc. Typical place for skin cancer as it is exposed to sun. They should be able to simply freeze it if not cancer.

See a dermatologist: May be angioma, easily erased by electrodessicator or laser. But a skin cancer is possible. Best result from skin specialist.
