You can..: But your treatment needs to be coordinated between the two dentists (orthodontists). The new orthodontist needs to be willing to take on your case. The old orthodontist will need to be paid for the treatment completed thus far. Don't expect a discount from the new orthodontist... They are taking on the responsibility of your case and may demand a full fee. Try to work things out now.

Yes you can: You can seek services from other dentists that your current dentist does not provide if that's the case. Or to change your treating dentist either way you have to inform your current dentist.
