Yes: Yes it can happen if the whitening gel is in contact with the gums for to long . You should avoid getting the gel on the gums if possible.

Effect on gums: Whitening gels, especially in higher concentrations can cause some temporary whitening of the marginal gums due to oxygenation of the tissue. That's why it's always best to use custom trays fabricated by a dentist who can also guide you and supervise treatment.
