Woke up this morning stuffness in arms tingling/numbness in both hands for 30 min or so is this an urgent issue? first time its happened... also cut myself last week in hand could this be tetanus?

Cervical neuropathy: This could well be related to the position in which you slept, but there is the suggestion that there may be a cervical spine issue. This is not likely to be an urgent issue unless it recurs. It is very very unlikely to be tetanus and related to your prior cut, but make sure that you have had tetanus vaccination in the prior 10 years. Good luck.

Not likely: Tetanus is not likely. It sounds like you slept in a poison to put pressure on an extremity nerve. If this problem repeats itself see your doctor.
