Separate issues?: A primary care doctor or an ENT doctor can check on the bloody mucus in the nose, which sometimes can be due to tiny cracked veins in the lining of the nose, related to dry air, allergies, colds, sinus infections, etc... Chronic pain in the back of the head and neck after a car accident can be due to the head being tossed around in the accident. The physical medicine / rehab. Specialist can help.
