What does it mean when my blood levels are more then 1200 but dr can't see the baby on ultrasound?

Depends: I assume you mean blood levels of hcg. It is necessary to know how many weeks to compare it with the level. However, a fetal heartbeat is usually seen at 10 weeks or so with an ultrasound, and the HCG levels should be much, much higher than 1200 - usually in the 25, 000 range. An ultrasound can see a fetus by 6-8 weeks.

Quantitative HCG: With a quant of 1200 the baby should be seen intrauterine. If not i would be concerned about topic pregnancy or miscarriage. Important to keep close contacting with your doctor. If bleeding or pain you need to be seen immediately.
