Tonsillopharyngitis : Just because the strep culture was negative does not mean there is no infection. Numerous bacteria can cause tonsillitis including, but not limited to, peptostreptococcus, bacteroides, actinomyces, and many others. So, it ends up being proper antibiotic selection. Perhaps the antibiotics you are on are not covering the infection well. See an otolaryngologist for further evaluation.

Best way to tell: You did not mention if you had swollen glands, fever, etc. A throat culture is the best way to determine if your sore throat is due to a bacterial infection, usually streptococcus. There are many viruses such as mononucleosis that can also cause sore throats, it's not a good idea to take antibiotics for every sore throat. And there are other causes not due to infection such as postnasal drip.
