Hard to say?: A proper diagnosis is always the most important thing. Otherwise it is just guesswork. Fungal skin infections for the most part will have itching. It can be flat and scaly or raised, red and scaly. It may have a bulls eye appearance or be flat and flaky. A good topical otc anti-fungal is terbinafine (lamisil). If used for a couple of weeks and no progress, you must be seen. Again, guesswork!
