Degree of severity: Thyrotoxicosis means thyroid hormone levels are high - due to hyperthyroidism, excess thyroid hormone intake, thyroiditis. Thyroid storm is a life threatening emergency due to very high thyroid hormone levels (almost always due to hyperthyroidism) which causes hyperthermia, rapid heart rate, confusion, liver dysfunction.

Yes: Thyroid storm is really an extreme of thyrotoxicosis. It is life-threatening and can cause high fever in addition to the other symptoms seen in thyrotoxicosis.
