Which laser can completely remove fine lines under the eyes?

None of them: There are several lasers which can help with fine lines, but none that i know of which can guaranteed remove completely all fine lines under the eyes. For less down-time, the fraxel laser is good but may not have a good results as a co2 laser. Discuss your concerns with your cosmetic surgeon and ask to see typical results on his/her patients.
