Osteochondral?: Sounds like a possible osteochondral injury, but can't be sure based upon your description. Possible loose body in the joint (piece of cartilage +/- bone broke off and is floating around in the joint). If any of the above, then this can be handled with an ankle arthroscopy.

Chip fracture: Most likely the chip needs to be removed surgically. It does not heal well on its own. May need an MRI to visualize it better. If untreated will become arthritic.

Talus chip fracture: Arthroscopic removal of loose body may be the best bet, especially if anterolateral or displaced.
