Let it be: It is probably best to leave them be. It will be painful to have them removed (e.g. Laser). The bumps are completely benign and represent small oil glands.

Fordyce spots are : normal and don't need treatment. If someone really wanted to have them treated options are micro-punch surgery, laser treatments, chemical cauterization or topicals like bichloracetic acid, topical tretinoin or oral isotretinoin. I recommend just leaving them be.
