There are normal: spots on testes including angiokeratomas which are reddish purple and totally benign. I would not use Lozee which is a high potency steroid clobetasol on any genital area. You can try hydrocortisone which is mild, keep area dry with cornstarch and see pediatrician or dermatologist for diagnosis and treatment if itching doesn't clear
