Possibly: Traditional alcoholics drink every day or risk going into withdrawal. Binge drinking over time can easily develop into daily drinking, however. The destructive effects of binge drinking are substantial and include health problems, potential legal problems, and relationship problems. Binge drinkers need to ask themselves why they overindulge and try to find strategies to quit.

Yes: There are 2 main categories for alcohol addiction; chronic alcohol dependency-episodic & chronic alcohol dependency-continuous. A person can therefore be an "alcoholic" by only binge drinking. In fact, many have the misconception that one is only an "alcoholic" if they drink everyday. An addiction is a brain disease leading to a behavior having dire consequences, but the person does it anyway.
