Tinea: Often time fungal infections can cause blistering. Vesicular tinea.

Athlete's Foot: I would suggest having a dermatologist scrape blisters and perform a KOH microscope exam on roof of blisters. It sounds like it might be a fungal infection ("athlete's foot").
