Yes: Just use common sense. If you are tired from physical exertion - then it may not make sense to exercise. In contrast if your fatigue is from office work - exercise may be very beneficial. Just be careful if you are so fatigued that you are at risk of getting injured.

Great idea!: Exercise is a terrific way to feel more energized. You've found a great solution to fatigue. If you exercise regularly you may also find that your sleep improves. Sounds like a win-win.
