Chiropractor or pt: Would be a good place to start. Sports med docs might get you pointed in the right direction. But those above would be better to treat the problem.

PT: A physical therapist can work with you one on one to help increase your neck range of motions, but you would need a doctor's prescription. Can be from your pcp.
