depends: Once you have been cleared by your physician that you are safe to exercise. The best thing to do is to exercise with cardiovascular aerobic exercises. This is the best way to build up your stamina and therefore allow you to improve your breathing efficiently.

Referral: I don't know why you would be told your oxygen is low and leave it at that. You need to see a doctor to decide which specialist should see you to determine the cause of sob and low oxygen as it could be from the lungs (more likely) or from the heart or from the blood itself. Oxygen supplementation pursed lip breathing all help only if necessary.
