VERY rarely: Acupuncture needles would generally not be placed deeply near the ulnar nerve. Also large nerve fibers might tend to "roll" away from a needle -- and not be completely pierced. If a needle touched a big nerve like that, it would be so painful that a knowledgeable acupuncturist would realize to withdraw immediately.

Nerve problems: I agree with dr. Pappas. I don't know what your neuropathy symptoms are or the exact distribution of the affected area. If a needle was placed within a nerve - would be more common for it to be a small slip of the nerve - rather then a major nerve proper. My understanding is if a nerve was hit head on, you would likely have extreme, immediate pain. It would be instanteously recognizable to both.

See a Neurologist: Yes, any sharp object can injure nerves but the thinner the needle the less the injury. I would be concerned about the sterility of the needle also being an issue. You should see a neurologist for an evaluation and an emg/nct examination. If you already had ulnar nerve symptoms prior to the treatment then the acupuncture treatment may be a coincidental or only an aggravating factor.

Yes it is possible: Generally nerves that are injured can heal but take a long time to do so. If you are not healing at all, I would suggest seeing a sports medicine trained physician to see if a cortisone injection to the nerve might help or even stem cell therapy to help heal the area.
