Is it painful?: Not every documented rotator cuff tear is painful so surgery may not be indicated. Has a conservative approach been tried e.g. Rehab for two or more months? You are basically describing one tear. Discuss with your orthopedic surgeon your options.

They're fixable: We generally think in terms of centimeters - if both shoulders have similar size tears, then they are in the 'small' category, 1-2 cm in size. As long as the tissue quality is good and the mris are recent, they should be repairable, likely arthroscopically. However, the full recovery time is in the 3-6 month range regardless. As for pain, that depends more on the patient than the surgery.
