Low: The chances are low but not zero. If the symptoms are there don't ignore them , a recurrent hernia is more dangerous than a primary one. Go see the doc who did your surgery.

Depends: It depends on the specifics, particularly the size and location of the hernia, as well as the size if the mesh, and strength and amount if mesh fixation. Should be low, but without the specifics, can't really say. The seroma should go away on its own in several weeks. Hope this helps!
