CHF ;swollen eyelids: Yes, CHF can cause swollen eyelids or puffy eyelids due to fluid pooling in the thin skin around the eye (similar to process of swollen ankles, etc).

Doubtful.: The fluid accumulation in CHF is gravity dependent, so it's unlikely that fluid would accumulate in your eyes.
