Surgery still likely: The flipped meniscus and not the 'partial' acl tear may actually be the injury that warrants arthroscopy sooner than later if the tear is symptomatic. Your ortho surgeon will help you decide. If the meniscus tear becomes or is asymptomatic, then surgery can be avoided assuming you have no complaints of instability after physical therapy from partial acl tear. YES: If you are near normal weight and active, especially if participating in sports such as basketball, volleyball, softball, hiking, skiing... Then you need a stable knee and the meniscus should be repaired (if possible). See a fellowship trained ortho sports medicine specialist who does a minimum of 50 per year.
