Sure can!: Ophthalmologist are well trained in examination of the retina and can either address the issue themselves or refer you to another retinal specialist if necessary!

Depends: Usually yes, depending on their comfort level. A retinal specialist however is preferable if available and the ophthalmologist is not comfortable.
