See ENT: Sounds like your child has "atresia" of the nasolacrimal duct. An evaluation by ENT can help as these can be "stented" or opened as to not allow for swelling and "blockage " to occur.

Wait: Blocked tear ducts are normal for this age and are usually better by age 12 months. If you must do something, stick to warm compresses for gentle cleaning or use saline drops to wash out the crusts. Keeping the eyes clean will avoid her scratching and causing an infection.
