Dentist: Start with a dentist to rule out any dental problems. S/he will refer you to a physician if the problem is not coming from your teeth.

First Dentist: Usually a swollen jaw should be addressed by dentist first to access the situation and see if the swelling is of dental origin...it usually is. If it is the dental / oral surgeon can take it from there if its not then you will get referred to a physician to evaluate.
