Normal in toddler: Orthopedic surgeon... Always( for any bone , joint problem of the upper or lower extremity or spine)... Best trained by far. Generally a toddler w/ painless flat feet is normal. In fact, finding a toddler w/out some mild pes planus would be unusual!the opposite ( high arched foot ), would concern me more.

Relax: Toddlers really do not have much of an arch until around three. Although it was very common for parents and grandparents to fret over toddlers footware 50 years ago (the iconic bronzed first set of shoes) time has shown that the best covering for a toddlers feet is skid socks. They only need foot covering required by the terrain they walk on. Special shoes do not "fix" this, it is normal.
