Cramps: Many chemical reasons, such as taking statin drugs, blood vessel problems, muscle disease, but these are all rare. Most of my patients' cramps are not from low potassium , magnesium or phosphorous or hypothyroid, but respond to stretching, extra potassium  (very little) quinine, benadryl, (diphenhydramine) but they can have side effects, .

Circulation: The random pains may be due to fatigue of the feet due to a lack of support or possibly poor circulation.  Please check this out with your podiatrist.

Increase potassium: Try eating a banana or drink some orange juice daily for two weeks. If you are not better take a calcium supplement with vitamin d. It can also be structural and you may need to consult your podiatrist.

It could be muscle : Or ligament strain, electrolyte imbalance, poor arch/ flat foot etc. See your dr or a podiatrist for worsening of symptoms.

A few possibiliities: More information would be helpful such as his age, medical history, activities as well as when these cramps develop. May be lack of adequate shoe support or low potassium/magnesium. Try more supportive shoes and see your physician for evaluation.

A cramp is : Possible at the bottom of the foot.  I dont realy think a cramp is even possible on the top of the foot. A spasm is possible. 
Cramping of the foot is more common in the arch. 
Cramps can occur with electrolyte imblance, overworked muscles/tendons, dehydration...

This deficiency can also cause coldness of extremities, migraine headaches, pms, "brain fog", difficulty breathing, anxiety, and other symptoms. Taking 400 mg of magnesium oxide, chelated, or another form of magnesium (with food) can help relieve all these symptoms.
