Won't help or hurt: Since you are a male who had fistula surgery, I am assuming it was an anal fistula.  Using epsom salts in addition to soaking in a warm bathtub has not been proven to help or harm healing.  Just getting into the tub for 10 minutes or more at least 3x/day helps relieve pain, keep the area clean, and promote healing.  If you think it helps, go ahead and use it!  good luck with your healing!

: It may be useful to talk to the doctor who performed the surgery. Sometimes the scar entraps a local nerve that makes it painful.
For healthy diet: http://www.choosemyplate.gov/., exercise 30 minutes/day, drink enough water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs.

Opinions differ: I would wait a couple of days as it might be quite tender.  While the epsom salt will not hurt the newly circumcised penis, it may irritate it.  I usually give it about 4 days.  Opinions on this will vary.  The physician who did the circumcision may give you more insight.

Hemorrhoids?: Epsom salts are excellent for this purpose.    Sitz bathes can be helpful. Sit in a bathtub with warm water.  There needs to be enough water to submerge the anal area. Soak for about 15 minutes – several times a day.  An alternative is placing ¼ cup of witch hazel  ; warm water in a basin. Soak for at least 15 minutes, at least twice a day.

Not likely: A bath of any kind may be soothing but neither a regular bath or salt bath is likely to solve the problem of  a Bartholin cyst. If the cyst is bothersome it can be drained by your doctor. If the cyst has become infected and is now an abscess then prompt treatment is warranted
