Dermatitis: They are probably the same.  without seeing it, it is not possible to know what it is.  See your dermatologist.

Rash: It will be cheaper to consult your primary care proivider. Howecver, complex rashes may be problematic for your pcp to diagnose. In that case, s/he will refer you to the dermatologist.

A rash can also happen sometimes if a person's body is reacting to a viral or bacterial infection (sort of like an allergic reaction). Strep throat bacteria can make a toxin that causes reddish rashes. Allergy to certain foods or other substances can create rashes.

However, if by "circular rash" you mean a circle-shaped rash with rash only on the edge and clear in the middle, this could be ring-worm, which is a fungal infection in the skin (not a worm). The bumps on your rump could also be a fungal rash. Advise that you see your doctor for an examination to determine the cause of the rash and treat.
