Chemical burn: It all depends on the thickness of the burn. Pigment cells are on the dermis and if killed by the burn, pigment may not return.

Wash and steroids: Thoroughly wash the skin from the irritant chemical and apply a topical steroid, but if the skin peels or darkens in color, seek medical help, it may be worse than you thought.

: If there is raw skin/open wound, apply a triple antibiotic ointment, available over the counter, to prevent/treat bacterial infection. Keep the area clean and dry. If you get fever it would be imperative to see a doctor.

Time: Let nature its course. Interfering with natural healing could make matters worse.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Serum: The clear or often straw colored fluid that is in blisters or that weeps from skin burns is serum. Serum is basically blood without the red blood cells in it.  It is leaking extracellular fluid.

Superfast Healing: The real question is what not to do that slows down healing. Avoid using alcohol, peroxide, hibiclens, betadine, and bleach solutions. Inflammation ( red, hot, swollen, tender) is important to healing  so anti-inflammatories (motrin, advil) are bad. Cover the area with a clean dressing changed every other day  and protected from trauma.  Antibiotics do not help healing unless it is truly infected.

May need medical che: It depends on how many days old is this injury??. Most skin wounds and cuts heal in 7-10 days. As long as there is no drainage(Pus), pain or fever, it may heal by itself. otherwise you need a medical examination for possible antibiotic use to make it heal better and avoid a bad scar after it has healed.

Clinical judgement: Any burn, thermal, chemical or electrical has degrees depending on depth of involvement. In simplest terms, 1st degree (superficial) will heal rapidly (7-10 days), 2nd degree (into dermis) can heal without scarring (10-14 days) if uncomplicated, 3rd-4th degree (deepest) usually grafting is needed. If your burn is 3 months old and not yet healed, see a plastic surgeon for advice.

how to heal sensitive skin caused by cosmetic chemical burn (anti-acne products)?

Some HC cream helps: Usually, when a person gets over-irritated skin or overly-dry skin after using acne medications, she can decrease or stop the acne medication (if they are over-the-counter, or if her doctor says that is ok to do), and then try some hydrocortisone cream (HC cream) on the irritated areas for a few days. Avoiding too much sun exposure on irritated skin is also helpful.
