See below: Plica is a fold of tissue and an embryonic remnant found in many peoples knees. Its rarely a problem. However, some people can develop a painful plica, especially after trauma to the knee. Plicas are generally found along the inside of the knee adjacent to the knee cap. Both conservative and surgical options exist to treat plicas.

what is  medial patellar plica?

A fold of tissue: Knee medial patellar plica is part of the lining of the knee joint. Normal plica are small. It can be injured and become scarred and large. Large plica can be pinched by your kneecap.  This is painful and is located on the inner side of your kneecap. Sports can aggravate it. An orthopedic surgeon can evaluate this and treat it with exercise, a sleeve, nsaids, and occasionally, arthroscopy.

Very rarely it can cause a painful plica syndrome.

Yes: But if you are having knee pain and a plica was taken out and the pain is back , there is a cause for it to have developed in the first place.

Varies: First, it is pretty unusual for a 62yo to have plica syndrome, so you would want to make sure that is the correct diagnosis.  A plica itself is an abnormal band of soft tissue that can be irritated and inflamed, often as it runs against the femoral condyle.  The plica itself does not heal in and of itself, but the symptoms from an episode may resolve with rest, ice, nsaids, and steroid shots.
