Unlikely but check: Never say never but at your age with no history of smoking or drinking it is very unlikely.  People from Southeast Asia are another group at higher risk.  
Much more likely would be a sinus problem or allergy.  In any case having put up with these uncomfortable symptoms for so long I think you deserve getting looked at and treated.

: See an "Ear, nose and throat" specialist for a careful exam.  A clinical exam, possibly with a biopsy, can provide an accurate assessment and answer all questions.

No: Cancer of the throat, that is squamous cancer arises thru a process of premalignant changes.  This  is ususally seen as Leukoplakia or a white patch. Sometimes a superficial ulcer is noted but these take time to transform.  If previous scope was neg. I would watch for remission or progression with nodes in neck which would require re exam.

Phelgm in throat: You are young for throat cancer unless you chewed a lot of betel nuts. More likely you have sinusitis, allergies with phelgm could try  Zyrtec (cetirizine)  and see if it helps . May be indolent infection/ sinusitis like mycoplasma for whihc you need antibiotics .Since it is 3 weeks would get it checked out by urgent care/ doctor this week.

Not likely : These symptoms are more indicative of infection (either viral or bacterial).  Cancers can lead to a secondary infection though, and if they don't fully resolve  with time or treatment you should consider bringing this possibility up with your provider, especially if you smoke.

Nope.: Tonsillitis. Antibioitic if strep throat. May need tonsillectomy. See an ent doctor.

Dr. can check throat: New throat pain can be from a strep throat infection (antibiotics are needed), a cold or influenza (antibiotics usually not used), or from some other cause such as allergies or irritants. Usually, a person sees the doctor if the sore throat is bothersome, recurrent, or doesn't go away quickly (mainly to check for strep). Throat lozenges and Tylenol (acetaminophen) or Motrin can help lessen pain.

Uncommon: There is no reason to think of throat cancer at your age. You probably have a viral illness.
