Safe and useless: You may take biotin, if you wish, but do not expect it to fix anything. If you are not deficient in biotin and it is extremely unlikely that you are, taking biotin is just throwing your money down the drain with your urine.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

None: There is no recommended dosage; biotin deficiency is extremely rare, and most cases are due to chronic consumption of raw egg whites (due to avidin in them).  I don't think the supplements will necessarily cause harm, but without documented biotin deficiency, i doubt they will do any good, either.

Some hormonal problems may lead to poor hair, so a primary care doctor can evaluate to see if that may be a problem.

What's more important is getting to the cause, and treating it first. So, if hair is thinning or falling out, make sure you are talking with your doctor on investigating your thyroid functon and doing lab testing on that. Correct the cause, and you may not need the supplements.
