Probably not: You do not mention the age of the infant, but no infant under the age of 4 months needs cereal, and water only serves to dilute the calories they are taking in.  The only reason to feed the infant water is if they are vomiting, and you cannot get them to drink formula, pedialyte, or gatorade, in that order.

Healthy weight loss: takes time and persistence.  The general principles are to maintain a normal metabolism while you burn more calories than you take in. A balanced diet is needed to keep the metabolism up.  You need to get enough sleep and exercise. You cannot starve yourself as this will cause the body to slow down its metabolism. You will loose weight. You need to learn about how to do this first.

Unlikely: It is an issue as arsenic can accumulate in rice.  The main precaution recommended is pre-soaking and cooking in lots of water 5:1.  It is more likely to be an issue if rice is the staple (main) food.

i usually mix a cap-full of lysol with half bucket of water and mop the floor and let it air-dry. my aunt poured a sack of uncooked rice on the floor as she didn't know i had cleaned floor an hour ago with lysol. will it be safe to consume the rice?

Reduce sodium: Ideal sodium intake in diet/day is 1500-2000 mg.
All processed food ,soup cans,boxed food &amp; bread  etc etc are loaded with sodium.Read all labels of food you buy in super market.
Water drinking will negate to some extent.
Change your diet to more vegetables &amp; fruits.

hi!i know old pasta/rice can be dangerous,but what about a single pasta or some old grains of rice?if its on the floor unnoticed and a child eats it?or if it is squashed and stays on stuff?or dried pasta water somewhere? can they get very sick?

If the "rice vinegar" is a concoction that someone makes from real ethanol as a folk medicine, you're breaking a promise. However, most "rice vinegar" has the ethanol oxidized to acetic acid. That's harmless flavor, though there's probably no health benefit.
