Pigmentary changes: Difficult to say without seeing. Commonly brown discoloration can occur over the skin after  inflammation has subsided and healing is occuring in areas of previous rashes. This phenomenon is known as post-inflammatory hyperpigmentation (pih). Pih usually improves with time. Best thing to do is have it checked by a board certified dermatologist.

Consultation advised: One possibility is melasma. This is a hyperpigmentation usually on the cheeks and forehead. The exact cause is unknown but it increases with sunlight exposure. Minimally: Steroids can help on a short term basis to reduce redness, but long term will probably make things worse.  Steroids help a tiny bit with brownness, but not a whole lot.  In general, triamcinolone would not be a good treatment for facial discoloration.

No testing may be needed if the issue can be explained by exam. When, if &amp; what testing might be needed would be determined by exam.

Read the label: There are many similar products out there like that.  Read the label for the particular one she used, and it should list hazards.  Also, we are finding that most aerosols are not healthy at all! for any of us.   Candle smoke is a problem as are those fragrances. Options: Without more history, it is difficult to say.  However, two common reasons would be a sexually transmitted disease or some sort of mechanical trauma.  A visit to the doctor can provide diagnosis of the first.  The latter can be mitigated by ensuring there is no repeat trauma to the area before it has a chance to heal.

Multiple options: IPL does a really nice job of lightening sun damage with no down time.  It does require regular (every 3 months or so) treatments to maintain results.  Some chemical peels can lighten sun damage.  Fractionated laser does a really nice job of lightening pigmentary issues, but does require some downtime.  Hydroquinone and lightening creams are other options.
