it is possible in very obese 7 years old I have seen in my practice weighing close to 100 lbs, but it is not very common.

Genetics: Cholesterol is produced in the liver as well as a product of your diet.  Your cholesterol may be high as a result of a poor diet that has yet to lead to obesity due to age, activity and body metabolism.  It can also be elevated in someone who eats a low fat diet but has a liver that makes more cholesterol than average.  Medications may be needed in that situation to reduce your future risk.

Join a gym and meet with a nutritionist that will help you figure out a meaningful way of changing your eating habits. Remember if you drink regular soda or juice, this can add 300 calories or more a day. If a person stores 4000 calories extra that will mean a 1 pound weight gain. Start drinking more water and as a compromise a little diet soda.

Low carb diet and increased exercise can help. Need to see your doctor to run tests.

Once you are able to establish good compliance (goal would be at least 7 hours of sleep with machine every night) you may find it easier to exercise, eat healthy and loose weight. Your surgical risk will also go down when/if you get your tonsils and adenoids removed - if you are using CPAP prior.

No magic answer: "ideal weight" charts are entertainment. A 12 year old boy doesn't need any body fat -- the less, the better. If he's taking part effectively in sports, and is trim, his weight is fine. A teenaged girl does need a little body fat for the hormonal symphony to work effectively, but again, not much more. Low bodyfat and being able to take part in one's favorite sport successfully is good weight.
