It depends...: It depends what you mean by water blisters.  

 A blister from friction, as you might get on your hand after a lot of digging with a shovel without gloves, is not transmissible.

Vesicles, tiny fluid filled bubbles on the skin, from viral infections, however can spread.  Be careful.  Wash your hands frequently. Cover the area, and try not to touch your face (esp. Nose, eyes, mouth).

so i was cooking and the steam shot in my face burning my nose now my nose burns really bad as if im about to get blister the skin is peeling off but not to bad is there anything i can put on it to make it feel better beside cool water?

This child needs to be seen to referred to derm as soon as possible. Might consider that the child might be allergic to the disposable diapers. Doubt herpes or STD: It's impossible to guess about the cause of this, but I agree this doesn't sound like herpes or any other STD. The large majority of genital skin problems aren't STDs. Allergy/sinuses: If you have had a head injury recently then this could be a serious problem and you need to be seen right away. If you have not had a head injury then it is likely to be allergic rhinitis or chronic sinusitis. You could try a nonsedating anti-histamine like loratadine and nasal saline solution to try and clear up the drainage. If this does not work then see your doctor for further evaluation.

Treatment is with class one steroids.
