Wait until older: Before resorting to surgery, see if exercises will achieve a similar result, particularly at your age. As you get older, exercise may not be as effective and if it really bothers you, in the hands of a good surgeon, it's fine.

Surgery or nothing: Once the skin has been stretched to the point of stretch marks appearing (essentially fracturing if the dermal layer of skin), there is no repair to allow the skin to be tightened. No laser, no radio frequency, no ultrasonic device can make appreciable differences. So, we are only left with one answer "surgery or nothing". A tummy tuck will usually suffice.

No tummy tuck: Right after delivery the abdominal wall is very lax and may even be droopy.  With intervening time, the muscles which have been stretched regain strength and the flabby wall regains most of its normal configuration.  Tummy tuck soon after delivery would not be advisable, but abdomen should be checked by surgeon 6 or more months post partum
