Wear gloves and socks.
Use warm footwear.
Keep hands and feet warm.
Avoid tight fitting socks/shoes
place cotton wool between the toes to improve circulation
dietary
healthy diet
exercise to improve circulation
avoid alcohol before going out in snow.

Keep affected areas: WARM and DRY!  This is the most effective treatment...NB Some physicians prescribe cortisone preparations but their usefulness  is not proven.

I do not know.: Chilblains are of the hands and feet not the eyes.  It is generally thought to be inflammation of the hands due to cold. If this is what you have of the eyelids , then I would use a moisturizer. I do not know otherwise what you mean.

See below: Chillblains are due to the dilatation of very small blood vessels when warming from cold exposure, especially in areas with high humidity..  Risk is higher in women, being very thin, having circulation problems as in diabetes or Raynaud's disease.  Symptoms are relieved by cortisone lotion.  If you have diabetes or Raynauds or blistering, see MD, as you may need a vasodilating drug or an antibioti

Avoid cold exposure.: Chilblains is aggravated by cold exposure and then rapid rewarming.  Once it starts a may take a week to resolve.  There are treatments for it such as vasodilators like Nifedipine (procardia) used for high blood pressure.   It opens up the arteries to increase blood flow and can help alleviate the vasospasm involved in chilblains.  Heparanoid or hirudoid cream can also be applied to the toes.

Chiblains in foot: Whenever one suspects chibiains in the foot, it should be treated ASAP in order to prevent further damage to the skin and nerve endings.  Try soaking the foot in warm water with Epsom salt to see if this helps.  If it does not, your Podiatrist or Primary should treat you with a prescription of  nifedipine (Procardia, Adalat) to open up the spasm of the blood vessels. Massage therapy may help too.
