It might be a tooth fragment, a bone spicule, or the sharp edge of the remaining bone that is not yet covered with new gum tissue.

No: We are genetically predisposed to have two sets so teeth. The primary teeth (baby), and the secondary teeth (adult). By 14 or 15 years old, virtually all young adults will have lost all of their baby teeth and will have their adult teeth in place or erupting. Unless this 17 year old still has baby teeth, they will not grow another tooth. A local dentist can examine this person and advise.

No: If the whole tooth came out, no. If he broke the top portion off, maybe the remaining structure is enough to save with root canal, post and crown.

No: Mother Nature can't help you with this one.  Unlike sharks if a permanent tooth is lost there are no natural replacements.  See a Dentist to determine cause and appropriate treatment.

It won't: Teeth do not grow back.  We only have 2 sets of teeth in our lives:  baby teeth and adult teeth.  If you lose an adult tooth, you need to replace it with an implant (best) or a bridge.

Oral trauma: I would suggest you have him follow up with his dentist to be sure the teeth are ok after an oral injury.  The dentist will be able to give you information on the extent of his injury.  The gum can recover from quite a bit of damage and look normal again.

See your dentist for a very small bonded restoration. Once completed you probably would never know it was chipped.

Did dentist look at: Chances are you will be just fine.  It is probably not as bad as you perceive. The DA could have hurt you but the area could have been this way before treatment.  Please make the dentist aware of this for many reasons. The doctor should see this ASAP, so the injury can be followed for healing. The dentist will want to review technique with the assistant, but mostly will want to help you!
