No: We are genetically predisposed to have two sets so teeth. The primary teeth (baby), and the secondary teeth (adult). By 14 or 15 years old, virtually all young adults will have lost all of their baby teeth and will have their adult teeth in place or erupting. Unless this 17 year old still has baby teeth, they will not grow another tooth. A local dentist can examine this person and advise.

No: Unless it is a deciduous (baby ) tooth, there will be no natural replacement. If it is a tooth other than a wisdom tooth (3rd molar) then it is critical to have something placed in the space to keep the rest of the teeth from shifting and causing bite problems in the future -- very important.
