so im 16 i was diagnosed with third nerve palsy at the age of 4 cause by chicken pox.  i had an operation to connect the unparalysed part of the nerve to the 2 and 1st nerves at the age of 6 will my eye make any recovery ?

History and exam: Typically the diagnosis of a third nerve palsy is made by a history of double vision and then a clinical exam that demonstrates and abnormality of the opening of the eyelid (ptosis), the pupillary size (bigger) and/or the eye movement.  Imaging may be useful for uncovering the cause, but the diagnosis is made clinically.

Double vision.: A third nerve palsy can develop when the nerve is irritate by compression or inflammation. This nerve helps to control the response of your pupil to light as well as movement of your eyeball and eyelid. When the nerve is not working properly, patients can experience double vision. Sometimes, the pupil is larger than the normal side and the eyelid can droop.

i am suffering from bells palsy.  my eye on that side is not focusing properly and interferes a bit with what my other eye can see.  if i put a patch on the bad eye, will that delay my recovery?
i am thinking not because it is really a nerve issue..?

: Yes, you should patch the eye on the affected side, as the blink response is not normal, and the possibility of a corneal abrasion is real.  Once the motion recovers, you will no longer need the patch.  Are you working with a doctor at this point?  Perhaps find a neurologist.

Third nerve palsy: can have multiple etiologies (congenital or acquired). Some causes do not need intervention and time may resolve the signs and symptoms. Some require intervention (such as those caused by mass effect). Ask your ophthalmologist what the cause of your 3rd nerve palsy is and he /she can give you treatment options.

Bells recovery: When a person is recovering from Bell's palsy, they may notice they can close their eye fully, or that there is twitching in the muscles by the eye or the mouth, or that the corner of the mouth moves more effectively.  Recovery can require weeks to months.

Yes: The facial nerve is severely damaged in bells palsy, but then has to recover and regrow.  As it regrows it will produce very strange sensations.  It may even regrow down wrong paths and cause strange outcomes (jaw - wink, etc).  This is normal course of recovery.

See an ENT: Recovery rates from bell's palsy vary widely. When symptoms first appear, steroids (such as prednisone) improve recovery, and anti-virals (such as Acyclovir or valacyclovir) may provide an added benefit. After 3 months, these medications are unlikely to be helpful. Sometimes nerve translocation surgeries can help restore facial movement; consult with an ent.

A few approaches: Typically, bell's palsy has an uneventful full recovery in over 90% with or without therapy.  Some doctors use anti-viral drugs, and steroids.  B-complex vitamins of unclear benefit.  Protecting the afflicted eye which fails to close, against corneal abrasions should be main focus, and maybe should be temporarily patched.
