Plantar fasciitis: You may have plantar fasciitis based on the presentation. Usually, pain is located in the heel, usually, where the heel and the arch merge. First thing in the morning when you step on you foot is very painful and a few steps after that. It may hurt throughout the day as well. See podiatrist. Read about plantar fasciitis and see if symptoms fit. Inserts will help, exercises are helpful.

i had a small stress fracture in my fifth metatarsal in 9/17 from running. my foot is still sore when i walk too much on the top and bottom of my foot.  i am still unable to run. is that normal?

Difficult healing : 5th metatarsal fractures can be very slow to heal.   This is especially true for “Jones” fractures at the base of the bone.  If you have ongoing symptoms you need to see your orthopedic surgeon or podiatrist

Fasciitis: Yes, it sounds like plantar fasciitis.
Try stretching, icing and make sure your running shoes aren't worn down. It's a good idea to stretch after you run as well. 
If you have been running for awhile and this is the first you've had pain then reasses your routine; pace, distance, terrain, shoe type, etc...

Triple Antibiotic: Triple Antibiotic and if the area is wet, Iodine may also prove effective.  Pain may be controlled with Aloe or a Lidocaine Gel.

Try pain med: 2nd-degree (partial-thickness) burns are painful; the skin nerves are still present and raw from the open wound. As the wound heals, which 2nd-degree b urns do with good wound care & good nutrition, the pain should lessen & ultimately disappear. When you're hurting, or before you go to bed, take a dose of pain medicine, simple otc ones like Ibuprofen or Acetaminophen or a stronger prescription med.
