Cosmetic surgery starts with a normal feature and attempts to make it better. A plastic surgeon is one certified by the american board of plastic surgery.

Local service issue: It sounds like you need to meet with the social services agents at your local hospital &amp; see if they can help arrange care. Sometimes teaching hospitals have programs where their specialty services will do such procedures while teaching residents &amp; that difference reduces or eliminates the surgeons fees.
