Diabetes vs neck?: Prediabetic neuropathy is not usually as full fledged, intense, and progressive as that which is experienced with full fledged diagnosed diabetes. Might your doctor consider just idiopathic neuropathy rather than relating it to prediabetes?This is neuropathy with an uncertain cause. Treatment would likely be similar if it's true neuropathy.Have you had nerve testing?  Or neck MRI to look at disks?

i am experiencing burning heel pain at the back of my right heel when stretching or leaning forward. it started about 2 months ago and is getting progressively worse as i walk or run. 
i am not sure who to see about this or how to treat it.  ?

Inflammation: Sounds like you are having inflammation of the Achilles tendon. You can apply heat packs, do stretching exercises, apply local anti-inflammatory creams. Also make sure you have proper foot wear. Stretch before you run. If pain persists you can see a podiatrist ( foot doctor)

what are some options to orthotics for heel pain? they don't help. neither do inserts. do i want cushy or firm? pain high even w/stretch/ice/nsaids.

Just a thought: Heel pain and a male your age may be due to a systemic disorder which should be ruled out!
Ask your PCP about REITER'S SYNDROME (ARTHRITIS)

Establish the cause: Biomechanical dysfunction of the foot and repetitive microtrauma is the most common etiology of plantar fasciitis, which required a specialist for a successful treatment; besides stretching and exercises sometimes the weight and bony heel spurs can be related too.

Persistent numbness and tingling is usually due to nerve irritation.
