Possibly: What would be necessary would for something to stop the veins from filling.  I guess any injury to the skin that would result in enough to make the blood clot in the fine veins would do it.  Technically then the body would remove the veins as it removed the clotted blood.

Benign blood vessel: A spider angioma, or a spider nevus or telangiectasia, is a tiny dilated bllod vessel that is found just under the skin surface. They often have a central red spot and reddish extensions which spread out like a spider's legs or a web. They are common and are always benign. They can appear in women during pregnancy.  If you have more than five spider angiomas, it can be a sign of liver disease.

The levels of many hormones sky rocket with pregnancy and a number of women see a marked increase in the occurrence of spider angiomas.
