Doctor can evaluate: A guy in his early 30's with one or two lumps on a testicle should not be ignored. His doctor should closely examine both testes and scrotum. An appendix of a testicle (a small lump near a testicle) might be a lump on the testicle. No lump growth or change in many, many years makes a lump likely non-cancerous... but new lumps are unknowns and need to be examined closely.

Need to be evaluated: Need more info. Are the lumps inside the sac, are they painful, are they on the skin surface, are they itchy. Suggest your dr look at them, since this requires observing the bumps and also need more history especially if you are sexually active.

Probably not: Likely small sebaceous cysts or ingrown scrotal hair. Could see a urologist if they enlarge ;/or bother you. Certainly unlikely 2B serious.

i have a small lump on the side of my testicle. the lump feels like it's on the outer layers of my testicle or the tunica albuginea. the lumps also gotten smaller. how can i tell if its a tunica cyst or something els like cancer?

: It is not cancer if it is on the outer layer and gotten smaller. For definitive answer see a Urologist and have her/him teach you proper testicular self examination and do it periodically.

after working in the gym 4d ago i have  small dull pain in left testicle, no swelling, bulges, redness or lumps. should i just rest or see the doc?

Rest/Ice/Motrin: Testalgia (pain the the testicles) is a common condition seen by urologist. Unless you had some direct trauma to the testicle, i would attribute the described discomfort to "strain"...Advise to use scrotal support, ice to the scrotum (you can leave your underwear on), and antiinflammatory meds like motrin. If pain persists after 3-5 days seek out a urologist.

since i can remember i've had small white dots on my genitals and larger white bumps/lumps on my testicles. they don't hurt unless i press hard on them (nothing will come out if i press on it). i'm 30 years of age. how can i get rid of this?

It is slightly difficult to fully diagnose these lesions without seeing it.
It can be normal.
