It can: We call this nummular eczema. Sometimes a drug reaction may also affect only one or more locations and this is called fixed drug eruption. In atopic dermatitis, the rash tends to affect the bend of the elbows and knees more commonly than others. Of course, if you keep on scratching the itchy area, you are perpetuating the rash.

Hives: It sounds as if you are having a dermatologic condition called urticaria.  Urticaria is the medical terminology for hives.  It is the bodies response to a certain stimulus, such as an allergy.  The body will release histamine in response to a stimulus and histamine causes redness, swelling and itching.  Other triggers of urticaria can be cold/heat, stress, medicines, or with you, pressure on skin!

See doctor: Your doctor should take a look at the red spot to examine it for size and involvement of adjacent skin, to make sure it is not concerning. Your doctor may need to refer you to a facial plastic surgeon or dermatologist to biopsy, excise/remove, or laser the lesion as they deem appropriate.

Eczema or birthmark: This can be a type of eczema or mild inflammation of a birthmark typically called a "stork bite." moisturize the area with vaseline multiple times per day for 1 week. If that doesn't work, follow-up with your pediatrician.

Need more info: Dermatology is pretty visual, so it's hard to know what is going on without seeing it.  Eczema, psoriasis, and urticaria (hives) can develop around the elbows, though eczema and hives tend to be itchy.  Sometimes an irritant or mild allergic contact dermatitis can present in the same place as well.  I'd recommend seeing a dermatologist to help solve this one.

i had unprotected sex few monthes back and started to have rashes recently. red patches with little red spot. so is it hiv?

Rashes and HIV: Given the time frame you mention I am much more worried about syphilis.  You must be tested.  Hiv can show up with a pale full body rash, but this is rare. Syphilis can be deadly.  It is time to get to a testing site or to your family doctor.  Do not let fear delay you getting the information and testing you need.
