It can: We call this nummular eczema. Sometimes a drug reaction may also affect only one or more locations and this is called fixed drug eruption. In atopic dermatitis, the rash tends to affect the bend of the elbows and knees more commonly than others. Of course, if you keep on scratching the itchy area, you are perpetuating the rash.
